Imlay Township Planning Commission

 

Imlay Township Hall            February 12, 2008                 7:30 p.m.

 

Members Present:  Chairman Larry Kennel, Vice Chairman Kurt Kramer, Secretary Sam Scrafano, Kenneth Day.

 

Members Absent:  Keith Goodreau, Larry Lloyd, Robert Hollenbeck, Nancy Parsch, Arvid Martin.

 

Others Present:  Attorney Mike Gildner, Building Inspector Paul Wilcox,  Trustee John Mulder, Supervisor Steve Hoeksema, Clerk Dawn Childers, Treasurer Debbie Burns, Acting Recording Secretary Tiffany Howell.

 

Due to bad weather a forum was not present, the meeting was cancelled and a work session was called by Chairman, Larry Kennel.  Member Keith Goodreau arrived at 8:15, too late to hold a meeting, but joined in the work session.

 

Chairman Larry Kennel presented a certificate of appreciation to Kurt Kramer and for his years of service to the Township and wished him well on his move to Lapeer.  Larry mentioned this will leave an empty seat on the Planning Commission as well as on the Zoning Board of Appeals.

 

Chairman Kennel passed out brochures for the 28th Annual Planning Conference to be held in North Branch on March 8th.  The Township Board will pay the $25.00 fee for anyone on the Commission who wishes to attend. 

 

Joint Planning Commission work with the city:  Sam described the system being worked on to achieve a coordinated color coded system for the zoning of Imlay Township and Imlay City.  Shapes files are purchased from the county for the township to get needed information on parcels.  These shapes files are up to date through December 2007.  Larry asked if updates would be available from the county on a yearly basis.  Sam said that would have to be checked into as he was not sure.  Steve asked about a Section Book and if the system gave the parcel numbers.  Sam said he could make a section book with the purchased shapes files.  Sam said it also tells the owners names and the square footage of the parcel and any other recorded information on the property.

 

Master Plan Update:  Birchler Arroyo representatives could not be present due to the weather.  They were going to discuss updating the Master Plan.  Supervisor Steve Hoeksema stated that he agrees it needs to be updated but recommends it is not be done full scale until after the Anspaugh Case is settled because the outcome of the case will have a bearing on the Master Plan.

 

Windmills/Wind Parks were discussed.  Larry read e-mail from Birchler.  It stated that Residential Single Use is the one covered in the proposed ordinance.  The members of the commission who were there voiced a concern that this proposed ordinance did not cover the commercial aspect of windmills.  It may not be a concern because we are not close enough to the water.

 

Attorney Mike Gildner gave updates on the cases he is working on. 

There are two court cases scheduled for February 29th  Delesi Case 11:00 a.m., this will presumably be just for a ruling as closing statements were already submitted as written documents -  Anspaugh Case 11:30 a.m.

Duckert Case – waiting on the ruling from Judge Priesel.

 

 

Park Planning – John Mulder had no report as they meet tomorrow.

 

Gravel Pits – discussion on how bonds are needed longer than one year, legally need to look into this.  Israel Ferret from IDF has not submitted anything else regarding his site plan as of yet.
