Imlay Township Board Meeting

 

Imlay Township Hall   Wednesday, February 21, 2007      7:30 p.m.

 

Members Present:  Supervisor Steve Hoeksema, Clerk Dawn Childers, Treasurer Debra Burns, Trustee Larry Kennel, Trustee John Mulder                                                     

Members Absent: None

 

Others Present:  Attorney Gary Davis, Recording Secretary Tina Marotz and members of the public per attached sheet.

 

1.  Call to Order:  Supervisor Steve Hoeksema called the meeting to order at 7:30 p.m. and the Pledge of Allegiance was recited. A moment of silence was given in observation of issues facing all levels of government.

 

2.  Roll Call:  Tina Marotz, recording secretary called the roll. 

 

3.  Minutes:  The Board reviewed the minutes of the January 16, 2007 meeting.

Moved by Larry Kennel supported by John Mulder, to accept the minutes as presented.  Motion Carried. 

The Board reviewed the minutes of the February 16, 2007 meeting.  Moved by Debra Burns, supported by Dawn Childers to accept the minutes as presented.  Motion Carried.

             

4.  Treasurer’s Report:  Treasurer's Report was presented by Treasurer Debra Burns.  Moved by Larry Kennel to accept the Treasurer's Report as presented.  Supported by John Mulder.  Motion Carried.

 

5.  Planning Commission Report:  Larry Kennel reported that at the last Planning Commission meeting the proposed amendments were presented to the board.  Larry Kennel stated that some members of the Planning Commission would like to attend a upcoming Planning commission Conference, it was moved by Larry Kennel to pay these fees, supported by Dawn Childers.  Motion Carried. 

 

6.  Public Time: Public time was held under #7 section C.      

                                                                                                       

7.  Old Business:

 A.  Number of Fire Runs Per Year - There was discussion among the board members and Mr. Davis regarding ordinances addressing fire runs.  Mr. Davis will look at the current Township ordinances to see if there is currently an ordinance addressing number of fire runs. 

B.  Nextel Tower in Cemetery - It was moved by Larry Kennel to rescind all permits, site plans for the Nextel Tower that was to be constructed in the cemetery.  Supported by Debra Burns.  Motion Carried.

C.  Trinity Law Suit - The Township received a letter from the Trinity's attorney after the February 16, 2007 meeting that was held at the Township Hall regarding questions that the board had.  The Township is proceeding with application for the State Supreme Court to hear the case.  The board members voiced their opinions pertaining to the law suit.  Several members of Attica Township along with the Imlay Township voiced their concerns about the asphalt plant that would possibly be constructed in the area.

 

8.  New Business:

     A.  Ruth Hughes Library - Bryan Cloutier - Mr. Cloutier distributed to the board the 2006 annual report and discussed how important it is for the milage to pass at the next election.  If a milage does not pass the library will have to close in December of this calendar year.  It was moved by John Mulder to support the resolution submitted to the Township Board in support of Libraries as presented.  Supported by Larry Kennel.  Passed by roll call vote.

     B. Wage Resolution - These wages are the result of a 3.5% increase. Moved by Larry Kennel, supported by Debra Burns to accept the amount of  $13,043.80 for Supervisor not doing assessing.  Moved by Debra Burns, supported by John Mulder to accept the amount of $19,306.12 as the clerk’s wage.  Moved by Larry Kennel, supported by Dawn Childers to accept the amount of $19,306.12 on a two tax collection schedule as the treasurer’s wage.  Moved by Dawn Childers, supported by Debra Burns to accept the amount of $3,942.35 as a trustee’s wage. The wage resolution was passed unanimously by roll call vote. 

 

     C. Land Division Class - Moved by Larry Kennel, supported by Debra Burns to pay the registration fee for Supervisor Hoeksema and Assessor Lupo to attend this class.  Motion Carried.

     D.  Permit Fees - Building inspector Paul Wilcox presented to the board a new permit fee schedule for review and to be discussed  at  next months board meeting.

     E.  Transportation Information Meeting - Any member of the Township Board may attend this meeting at no cost to the township.

     F.  Draft amendment to Public and Private Road Ordinance - Moved by Larry Kennel, supported by Dawn Childers to accept the ordinance recommended by the Planning Commission pertaining to Section 9 and 11 of the Imlay Township Public and Private Road Ordinances as presented.  Motion Carried.

     G.  Appointment of Planning Commission - Supervisor Steve Hoeksema presented to the board the following names to be appointed to the Planning Commission.  Moved by Debra Burns to accept Kurt Kramer, supported by Larry Kennel.  Motion carried.  Moved by Larry Kennel to accept Arvid Martin, supported by Debra Burns.  Motion carried.  Moved by Dawn Childers to accept Nancy Parsh, supported by Debra Burns.  Motion carried.

 

9.  Cemetery - None

 

10.  Truck - Bids were opened that were submitted for the sale of the truck from the cemetery.  Moved by Larry Kennel, supported by John Mulder to sell the truck to the highest bidder.  Motion carried.

 

11.  Assessor’s Office - Bids were opened that were submitted for the construction of the new office.  Moved by Dawn Childers, supported by Larry Kennel to accept the lowest bid, from Richard Fisher, for the construction of the new office.  Motion carried.

 

12.   Building Inspector's Report:  Inspector Paul Wilcox reported that a permit has been applied for a construction on a garage.  Not much more activity.  Larry Kennel asked Paul Wilcox if the owners of the gravel pits that were inspected were notified on the items of concern.  Letters are in the process of being mailed now.

 

13.  Attorney’s report: 

          A.  Public Entertainment - Table until next month.

          B.  Firearm Ordinance - Table until next month.

          C.  Outdoor Assembly Ordinance - Table until next month.

 

  14.  Public Time - Members of the public recommend that a sign was posted that all cell phones to be shut off with meetings were being held.

 

  15.  Bills: Moved by Debra Burns, Supported by John Mulder to pay the bills General Fund, $16,188.345, Cemetery $4,861.77, Permit Fund $6,645.46, Trust & Agency $1,288.00 Grand total of $29,183.87 Motion  carried.    

 

16.  Adjournment - Moved by Debra Burns supported by John Mulder to adjourn the Township Board meeting at 9:50 p.m..  Motion Carried.
