Imlay Township= Board Meeting

 

Imlay Township Hall            Wednesday January 18, 2006=         &= nbsp;           &nbs= p; 7:30p.m.

 

Members Present:  Supervisor Steve Hoeksema, Treasurer Debra Burns, Clerk Dawn Childers, Trustee Larry Kennel,= and Trustee John Mulder.  <= /p>

 

Others Presen= t:  Attorney Gary Davis, Building Insp= ector Paul Wilcox, Recording Secretary Jessica Kirchoff, and members of the public per attached sheet. 

 

  1. Call to Order:  Supervisor Steve Hoeksema cal= led the meeting to order at      7:30 p.m. and the Pledge of Allegiance was reci= ted. 

 

  1. Roll Call:  Recording Secretary Jessica <= span class=3DSpellE>Kirchoff called the roll.

 

  1. Minutes:  The Board reviewed the minute= s of the Decemb= er 21, 2005 meeting. 

 

 

Moved by = John Mulder supported by Larry Kenn= el, to accept the minutes of December 21, 2005 as presented.  <= /span>Motion Carried. 

 

  1. Treasurer’s Report:  Treasurer Debra Burns submitt= ed her report.      

 

Moved by Larry Kennel supported = by Dawn Childers, to accept the Treasurer’s report as presented.  Motion Carried. 

 

 

  1. Planning Commission Report:<= span style=3D'mso-spacerun:yes'>  Trustee Kennel reported on the public hearing for rezoning of 2675 S. Vandyke, which was denied.  The planning commission is al= so working on a draft amendment for section 1628, as well as, controlling overgrown weeds on unsold parcels.&nb= sp;

 

  1. Public Time:  County Commiss= ioner Ian Kempf addressed the board concerning t= he Farmland Preservation Millage.  Mr. Kemp= f has put together a one page summery to explain the millage for the board.  It was no= ted that the Parks, Farmland Preservation, and Open Space are all tied together as one bill, and are scheduled to be on the ballot in August.=

 

  1.  Old Business:  A - VFW Park ̵= 1; Attorney Davis has not heard back from the State on this. 

 

    1. Signs – Proposed sign= s to read “Enterin= g Imlay Township zoned community.”  The signs are $70 each and would come out of the road budget. 

Moved by = John Mulder supported by Debra Burn= s to purchase 4 signs reading, “Entering Imlay Township a Zoned Community&= #8221; to be put on M-21 and M-53.  Motion Carried. 

 

    1. Office Hours – Increa= se hours on Monday’s from Noon until 5pm or Wednesday’s 9am until 3pm. Tabled until next month.&= nbsp;

 

    1. Fire Bills – Unpaid f= ire bills were discussed.  I= t was suggested by Attorney Davis to use small claims court to receive over= due remittance.  Two fire bi= lls to dismiss.

 

Moved by John Mulder supported by Larry Kennel to dismiss the fire bill for Sal Pansera<= /span> of United Investments.  Motion Carried. 

 

Moved by Dawn Childers, supported by Larry Kennel, to dismiss the fire bill for Dennis Day for burning leaves wi= th a burning permit.  Motion Carried.  &n= bsp;            &= nbsp;  

 

  1. New Business:  A. Gravel– 350 tons for spot gravel though out the town= ship by the road commission would cost $2625.00.  Matching funds can be applied= to cut the cost in half. 

 

Moved by = Larry Kennel, supported by Debra Bur= ns, to approve the purchase of  the spot gravel for $2625.00, using matching funds from the r= oad commission.  Motion Carried.  <= /p>

 

    1. Rezoning of 2675 S. VanDyke- Not ready at this time. 

 

  1. Cemetery:  Port O John is being used. 

 

Moved by Debra Burns, supported = by John Mulder, to continue to have a port o john at the cemetery until further notice.  Motion Carried.  <= /p>

 

  1. Building Inspector’s Repor= t:  Paul Wilcox submitted his rep= ort with comparisons to previous years.&n= bsp; Mr. Wilcox has 2 house permits for this year.      

 

  1.  Attorney’s Report: A Mud Bog - Attorney Davis m= et with the Delesi’s, and reinforced th= at no mud bogging is permitted, and the ordinance specifically denies off ro= ad vehicles. 

 

B. Rezoning Enforcement – Attorney = Davis suggested for the most effective enforcement, handle the most serious offenses in Circuit Court as opposed to just ticketing. 

   

  1. Enforcement Officer’s repo= rt:  None

 

  1. Other Business: A. Dogs– How to take more action on this issue was discussed.&n= bsp;

 

Moved by John Mulder, supported = by Larry Kennel, to table the illegal kennel issue for one month.  Motion Carried. 

 

    1. M-53 Corri= dore – Trustee Kennel will attend to represent the Planning Commissi= on, and Trustee Mulder will attend to represent the Township Board. 

 

    1. Procedures Manual – T= he cost estimate from Birchler Arroyo for re= doing the procedures manual would be $2000-2400.  The cost has to get approval= from the planning commission, ZBA, and Board. 

 

Moved by Larry Kennel, supported by Dawn Childers, to update the procedures manual with input from Mr. Wilcox a= nd Supervisor Hoeksema.  Motion Carried. 

 

    1. Computers – Need to f= ind out cost of the class to learn maintenance of the Township website. <= /li>

 

    1. MTA Convention – Janu= ary 25- 27.

 

 

    1. Re-appointment of election work= ers – Will provide list of names at February Meeting

 

    1. Work session Minutes –

 

Moved by Larry Kennel, supported by = Debra Burns, to approve the minutes of the work session on January 5, 2006.  Motion Carried. 

 

    1. Lights – Possible nee= d for more street lights in the Township.&= nbsp; It was suggested to put a light at the corner of Brown City Road and M-21.  More research= is needed. 

 

 

  1. Public Time:  Mr. Wilcox discussed charges = for central dispatch, and encouraged voting yes for funding.      

 

  1. Bills to be Paid: 

 

Moved by = Larry Kennel supported by, John Muld= er to pay the bills of the general fund $10,637.81, the cemetery fund $4,121.31, = the permit fund $2,254.09, and the recreational fund 11,652.00 totaling $28,665= .21.  Motion Carried.
