Imlay Township Hall  =           Tuesday, January 10, 2006        &= nbsp;     7:30p.m.

 

Members Prese= nt:  Chairman Larry Kennel, Keith Goodreau , Harold Gass, K= urt Kramer, Arvid Martin Larry Lloyd, Sam Scrafano, Robert Hollenbeck, and Kenneth Day

 

Members Absen= t: None

 

Others Presen= t:  Consultant Heidi Hannan, Attorney Gary Davis, Building Inspector Paul Wilcox, and Recording secretary Jessica Kirchoff.

 

  1. Call to Order:  Chairman Larry Kennel called = the meeting to order at 7:= 30p.m. and the Pledge of Allegiance was recited.

 

  1. Roll Call:  Jessica = Kirchoff, recording secretary, called the roll.=  

 

  1. Minutes:  The Planning Commission revie= wed the minutes of the January 10, 2005 meeting.

 

Moved by Harold Gass supported by Kurt Kramer, to accept the minutes as presented.  Motion Carried. 

 

  1. Communications:  None

 

  1. Additions or Corrections to the = Agenda:  Feedback from the Board was a= dded.

 

  1. Public Time:  None

 

  1. Building Inspectors Report: = Paul Wilcox submitted his report.  92 permits issued for last year.  Paul also recapped the review= of the Weber pit, the Mesel Pit, and Imlay Sa= nd and Gravel.  Larry Lloyd sugg= ested symbols for gravel pits to be added to the zoning map.  

 

  1. Public Hearing:  2675 S. V= anDyke Rezoning – The request is for rezoning from Agricultural to = B-2 General Business.  Charli= e Kanasis, who is a neighbor of the applicant’= ;s property, has no objections to the rezoning.    Birchler Arroyo reviewed the application and cannot recommend approval because = the rezoning would be inconsistent with the master plan.  Heavy and fast traffic in the= area is a major safety concern.  Also, a traffic impact study is required for this type of rezon= ing. 

 

Moved by Keith Goodreau, supported by Kenneth Day to recommend to the township board, d= enial of the applicants request for rezoning.  Motion Carried. 

 

 

  1. Old Business: A. Draft Amendment to section 1628, Access management, and add section 1629, shared drives. – The amendment says shared driveways will only be allowed for two residences instead of four.  Also, in section 1629 a maint= enance agreement will be required for both parcels on a shared driveway. 

 

Moved by Larry Lloyd, supported = by Arvid Martin, to establish a public hearing for the draft amendment to section 16= 28 and 1629, for February 14, 2006.&nb= sp; Motion Carried. 

 

B.  Isreal FerrettIsreal= submitted a description of his operation to the Planning commission.  Isreal’= s pre-application conference with Birchler Arroyo= was reviewed and discussed.  Isreal’s next step will be to fill out an appli= cation for a site plan review. 

 

  1.    New Business: Un-mown Grass on Empty lots Birchler Arroyo submitted a sample ordinance; their recommendations are to adop= t a general law ordinance or to incorporate maintenance language into the zoning ordinance.  Questi= ons arose about enforcement of this issue.  Heidi will draft some languag= e to add to the ordinance.  &nbs= p;

  1. Planner’s Report:  None 

 

  1. Feedback - Larry Kennel talk= ed about the workshop sessions that are being held each month.  This first session was for vi= sion and items discussed were: the VFW Park, the town= ship facilities, soccer fields, private roads, lot sizes, cemetery, enforcement, etc…

 

  1. Adjournment:  There being no further busine= ss before the planning commission, it was moved by Kenneth Day supported by Kurt Kramer, to adjourn the meeting at 9:40 p.m. Motion Unanimously Carried.
