Imlay Township Board Meeting

 

Imlay Township Hall            Wednesday April 19, 2006               7:30p.m.

 

Members Present:  Supervisor Steve Hoeksema, Treasurer, Debra Burns, Clerk Dawn Childers, Trustee Larry Kennel, and Trustee John Mulder. 

 

Others Present:  Attorney Gary Davis, Building Inspector Paul Wilcox, Recording Secretary Jessica Kirchoff, and members of the public per attached sheet. 

 

  1. Call to Order:  Supervisor Steve Hoeksema called the meeting to order at      7:30 p.m. and the Pledge of Allegiance was recited. 

 

  1. Roll Call:  Recording Secretary Jessica Kirchoff called the roll.

 

  1. Minutes:  The Board reviewed the minutes of the Wednesday March 15, 2006 meeting. 

 

Moved by John Mulder, supported by Larry Kennel, to accept the minutes of March 15, 2006 as presented.  Motion Carried. 

 

  1. Treasurer’s Report:  Treasurer Debra Burns submitted her report.     

 

Moved by Dawn Childers, supported by John Mulder, to accept the Treasurer’s report as presented.  Motion Carried. 

 

 

  1. Planning Commission Report:  Trustee Kennel reported that the planning commission approved Birch Lake Estates private road and land division.  They also scheduled public hearings next month for Ordinance changes. 

 

  1. Public Time:  None

 

7.  Old Business:  A. Cemetery Budget – The Board reviewed the budget for the                     Cemetery. Treasurer Burns would like to amend the budget to $600 for Blue Cross Blue Shield.  

 

Moved by Larry Kennel, supported by Dawn Childers, to approve the proposed Cemetery budget, as presented.  Motion Carried.

 

B.     Cleaning of the Township Office – John Parnicky’s bid for this year’s cleaning of the Township Hall is $200.  He will continue with his current tasks. 

 

Moved by John Mulder, supported by Dawn Childers, to pay $200 a month to John Parnike for cleaning the township hall for one year.  Motion Carried. 

 

C.    Resolution to Indemnify Township Officers and Employees 

 

Moved by Larry Kennel, supported by Debra Burns, to adopt the Resolution to Indemnify Township Officers and Employees. 

Roll Call Vote:  Debra Burns-yes, Dawn Childers-yes, Steve Hoeksema-yes, Larry Kennel-yes, and John Mulder-yes.  Motion Carried. 

 

  1. New Business:  A. Paradise Lane Private Road and Land Division – The applicant asked for a waver of the Landscape requirement and the road surface requirement.  Attorney Davis was satisfied with the Maintenance agreement. 

 

Moved by Larry Kennel supported by John Mulder to approve Paradise Lane Private Road and Land Division, per conditions stated in the Road Commission’s March 3, 2006 letter and Gary Gildner’s letter dated March 10, 2006 be satisfied before issuing a building permit.    Also, approving the landscape sketch as presented and waving the road surfacing requirement.   Motion Carried.  

 

B.     Road Commission – Letter submitted concerning work orders from the Road Commission. 

 

-Dust Control:  Approve applications as needed.

 

Moved by Larry Kennel, supported by Debra Burns, to approve a single application of Brine for dust control as recommended by the Road Commission at a cost of $10,112.85.  Motion Carried.   

            -Road side mowing:  Single application

 

Moved by Larry Kennel, supported by Dawn Childers, to approve a single pass of road side cutting by Mr. Pries at a cost of $3000.  Motion Carried. 

 

            -Culverts:  Replace one at a time.

 

Moved by Larry Kennel, supported by Debra Burns, to approve replacement of the culvert on Petz Road between Brown City Road and Wheeling Road, at a cost of $1550.  Motion Carried. 

 

C.    Street Lights – Submitted letter from DTE.  More information needed on what type of light and cost cutting.     

 

D.    Zoning Ordinance Amendments - Sections 1628 and 1629 concerning shared driveways. 

 

Moved by John Mulder, supported by Debra Burns, to approve the amendments to sections 1628 and 1629 of the Ordinance.  Motion Carried. 

 

E.     Belle River Water Shed GrantColumbus Township is applying for the Grant, and is seeking support from Imlay Township.  They would like someone from the township as a representative on the advisory committee. 

Moved by Debra Burns, supported by Larry Kennel, to support Columbus Township with their participation in the Belle River Water Shed Grant.  Motion Carried. 

 

F.     Birch Lake Estates – Applicant is asking for a variance for the length of the cul-de-sac and the partial elimination of curbs and gutters.  Attorney Davis is satisfied with the Maintenance Agreement. 

 

Moved by Debra Burns, supported by John Mulder, to grant a variance to Birch Lake Estates for the road way exceeding 1500 feet. Motion Carried. 

 

Moved by Debra Burns, supported by Larry Kennel to approve the partial removal of curbs and gutters for Birch Lake Estates, referencing engineer sheets 1-7 dated April 14, 2006.  Motion Carried. 

 

Moved by Debra Burns, supported by Larry Kennel, to approve the Birch Lake Estates project.  Motion Carried. 

 

G.    Section Book – Tom Lupo brought in sample book and Assessor’s report.  The Board needs a specific price on the book. 

 

  1. Cemetery:  None 

 

  1. Building Inspector’s Report:  Paul Wilcox submitted his report. 

 

  1.  Attorney’s Report: Judge Preisel is reviewing work of Duckert case. 

 

  1. Other Business: A. Election Inspectors

 

Moved by Debra Burns, supported by Larry Kennel, to approve Wanda Shantz, Mary Schultz, Mini Villalpando, Dawn Childers, Sharon Winicke, and Joyce Sutherby as election inspectors for all elections held this year.  Motion Carried. 

 

B.     Fire Bills – Letters have gone out and are generating responses.

 

C.    Mud Bog – Watch for activity and check website. 

 

D.    Work Meeting – Needs to be rescheduled to Tuesday May 2, 2006.     

 

  1. Public Time:  Questions about the status of the AYSO soccer fields. 

 

  1. Bills to be Paid: 

 

Moved by Debra Burns supported by, Larry Kennel to pay the bills of the general fund $39,206.54 the cemetery fund $6,464.37, and the permit fund $7,143.48, totaling $46,350.02.  Motion Carried.
