Imlay Township Planning Commission

 

Imlay Township Hall  Tuesday, October 11, 2005               7:30p.m.

 

Members Present:  Chairman Larry Kennel, Kenneth Day, Harold Gass, Robert Hollenbeck, Kurt Kramer, Arvid Martin Larry Lloyd, and Sam Scrafano. 

 

Members Absent:  Keith Goodreau.

 

Others Present:  Consultant Jocelyn Wenk, Attorney Gary Davis, Building Inspector Paul Wilcox, and Recording secretary Jessica Kirchoff.

 

  1. Call to Order:  Chairman Larry Kennel called the meeting to order at 7:30p.m. and the Pledge of Allegiance was recited.

 

  1. Roll Call:  Jessica Kirchoff, recording secretary, called the roll. 

 

  1. Minutes:  The Planning Commission reviewed the minutes of the August 9, 2005 meeting.

 

Moved by Kenneth Day supported by Kurt Kramer, to accept the minutes with corrections.  Motion Carried. 

 

  1. Communications:  Sam Scrafano voiced concerns about the development of Highland Drive; he suggests more checks and balances from the township.  He also would like to look into possible additions or corrections to the ordinance concerning berms. (Height, water course, and timeliness of seeding.) 

 

  1. Additions or Corrections to the Agenda:  None

 

  1. Public Time:  None

 

  1. Building Inspectors Report: Paul Wilcox submitted his report.

 

  1. Public Hearing:  None

 

      9.  Old Business: None

 

  1.  New Business: A. Draft Amendment to section 1532.D.4, Standards for mining operations. – A draft of the proposed amendment was submitted. 
    • The planning commission had concerns over the classification/definition of soils.
    • The planning commission also wants to add to the draft amendment, that the sufficient amount of topsoil to be retained shall be determined by the township engineer.
    • A public hearing was set for November 8, 2005, for the consideration of amending section 1532 subsection 4.D of the ordinance. 

B.     Potential Amendment to Article 15 special land use approval requirements- Potential amendment submitted.   It was decided that more research and discussion was needed for this amendment.  The planning commission will review the draft and set a public hearing next month.

C.     Shared driveways – Flag lots and shared driveways are not defined in the ordinance.  Jocelyn will do more research to be discussed in November. 

D.     Water and wells – Possible problems with water and wells for new developments in the township.  The planning commission will research this further.

  1. Adjournment:  There being no further business before the planning commission, it was moved by Harold Gass supported by Kurt Kramer, to adjourn the meeting at 9:15 p.m. Motion Unanimously Carried.
